LAW ON THE NATIONAL SECURITY CONSULTATIVE COUNCIL

Art. 1. The National Security Consultative Council is a consultative body for the issues of national security.

Art. 2. (1) The National Security Consultative Council shall be headed by the President of the Republic of Bulgaria.
(2) Members of the National Security Consultative Council shall be:
1. Parliament's Chairman;
2. Prime Minister;
3. Minister of Defence;
4. Minister of Interior;
5. Minister of Foreign Affairs;
6. Minister of Finance;
7. (new - SG 28/08) the chairman of State Agency "National Security";
8. (prev. text of Item 7 - SG 28/08; amend. - SG 35/09, in force from 12.05.2009) Chief of defence;
9. (prev. text of Item 8 - SG 28/08) one representative of each parliamentary fraction.
(3) In accordance with the issues discussed and in conformity to the decision of the National Security Consultative Council, other statesmen can be invited at its sittings.

Art. 3. The National Security Consultative Council shall discuss issues, related to:
1. external and internal policy of this country;
2. guaranteeing of the civil peace, public order, the rights and interests of the Bulgarian citizens;
3. the activities for elimination of any dangers imminent to the national security.

Art. 4. The Consultative Council shall prepare arguments and proposals.

Art. 5. (1) The sittings of the Consultative Council shall be ordinary and extraordinary.
(2) The ordinary sittings shall be carried out once in a quarter.
(3) According to the President's decision or in the cases, envisaged by Art. 100, paras. 4 & 5 of the Constitution of the Republic of Bulgaria, the extraordinary sessions of the Consultative Council shall be organised.
(4) The sessions shall take place on condition that there is a quorum of at least two thirds of the Council.
(5) The sessions of the Consultative Council shall be secret.

Art. 6. The Consultative Council shall approve a list of internal rules as regards the organisation, distribution and realisation of its activity.

Art. 7. The Consultative Council shall be supported by the budget of the Presidency.

Transitional and concluding provisions

§ 1. This law is passed pursuant to Art. 100, para. 3 of the Constitution of the Republic of Bulgaria.
§ 2. The implementation of the Law shall be done by the President of the Republic of Bulgaria.

The Law was passed by the 36th National Assembly on January 28, 1994 and was affixed with the state seal.

§ 46. The Law shall enter into force from the date of its promulgation in the State Gazette.
