Legal Department

Director: Boyanka Mladenova. Her early education was at the Economics School in Montana. In 1988 she graduated from the D Tsenov Academy of Economics in Svishtov, specialising in Government and Administration. Later, she did a master’s degree in law at Southwestern University in Blagoevgrad. From 1973 to 1980 she worked for Lom municipality, and from 1980 to 1990 for the Nova Zagora municipal administration. From 1990 until March 2012, she was appointed by the National Assembly, after a competition, as an adviser and later chief of the Legislative affairs and European law department.

The main task of the department is to provide legal assistance in exercising the powers of the President and Vice President as well as in the activities of the Presidential Administration. The Legal Department prepares draft decrees and provides opinions on the constitutionality and legality these decrees. The Directorate has the task of monitoring the legislative programme of the government and the legislative process of the National Assembly, preparing legal opinions on the constitutionality of draft laws. Under the Access to Public Information Act, the department coordinates projects to provide solutions on access to information. The Legal Department is responsible for the lawful preparation and implementation of procedures under the Public Procurement Act and to perform legal representation.

The Legal Department acts as the secretariat to the President’s Legislative Council.
